Proposed Title

Philippine Walkability and Safe Sidewalk Act of 2026

Declaration of Policy

It is hereby declared the policy of the State to promote walking as a safe, healthy, environmentally sustainable, and accessible mode of transportation by ensuring that all public roads provide adequate pedestrian infrastructure.

Objectives

Protect pedestrian safety.
Promote healthier lifestyles.
Reduce dependence on motor vehicles.
Improve accessibility for persons with disabilities.
Reduce greenhouse gas emissions.
Increase walkability nationwide.

Mandatory Provisions

Every new national road shall include sidewalks on both sides where feasible.
Existing roads shall undergo phased sidewalk improvement.
Sidewalks shall remain obstruction-free.
Illegal parking on sidewalks shall incur higher penalties.
Local governments shall prepare Walkability Master Plans.
All schools and hospitals shall have Safe Walking Zones.
Pedestrian crossings shall receive priority over vehicle movement in designated areas.
At least 5% of national road budgets shall be dedicated to pedestrian infrastructure and maintenance.
All cities and municipalities shall conduct annual walkability audits.
A National Walkability Index shall be published each year to encourage improvement and transparency.
